Understanding Medicare
How Medicare works & changes made by health reform

The Missouri Foundation for Health has developed a new publication, Understanding Medicare. This report is intended to provide an accurate and easy-to-understand description of the Medicare program.

Medicare is the federal health insurance program for seniors and disabled individuals. It is a large and complex program providing health insurance to 47 million people, including almost 1 million Missourians.

Understanding Medicare reviews the Medicare program by the following categories:

  • Benefits - what types of services are covered;
  • Eligibility - who qualifies;
  • Cost sharing - what participates pay;
  • Provider reimbursement - how health providers are paid; and
  • Financing and expenditures – how the program is paid for.

The federal health care reform law, the Affordable Care Act (ACA), makes a number of changes to the Medicare program. These changes are discussed throughout the report.
